Idaho needs decision on insurance exchange

New update to Boise Health Care


Will the health insurance exchange help Idahoans?
No, said Rep. Gary Collins, R-Nampa, and co-chair of the task
force. Democratic Minority Leader Rep. John Rusche of Lewiston
disagrees.
But the insurance exchange will make it easier for people to find
health insurance that “matches (their) ability to pay,” Rusche
said.
BOISE — Gov. Butch Otter and high-ranking state officials warned
Idaho lawmakers Monday that to let the federal government run the
state’s mandated health insurance exchange would hurt the state and
its residents.
The new federal Affordable Health Care Act requires states to
create and implement health insurance exchanges or the federal
government will do it for them. Idaho has until Sept. 30 to apply
for a $40 million federal grant to establish a state-run
exchange.

Idaho Insurance Department Says To Be Cautious Of Annuity Tax-Break Offers

<//chron>--Be cautious about handing over ownership of annuities or buying charitable-gift annuities to get year-end tax breaks, the Idaho Department of Insurance<//org> warned Thursday.
"The latest year-end tax-saving promise asks consumers to sign over annuities to an out-of-state organization in order to receive a tax break in return," said Bill Deal
<//person>, department director. "If your family, tax advisor or attorney, as well as your insurance agent, haven't heard of this great deal, something may be wrong."
Some annuity exchange- and charitable-type products that are offered outside the Idaho
<//location> department's authority could lack consumer protections that the department has in place.
Established annuity transfer programs like those offered by colleges and universities are probably safe, but Idahoans should still talk to a financial adviser about them and do their homework before making a decision, the department said.

Officials struggle to define navigator role in health exchange

If the 2012 Legislature approves of creation of a state-based health exchange – an online portal for purchasing medical insurance – officials will have a number of decisions to make concerning its operation and funding.
Navigators will serve essentially as public information officers for the exchange. They are tasked with conducting outreach and education campaigns, particularly in more rural parts of the state. They must provide impartial information about health plans offered by the exchange and should also have some existing relationships that would help in conducting job duties.
House Minority Leader John Rusche, D-Lewiston, told IdahoReporter.com Friday that payments might come in the form of hourly wages or fee-for-service agreements between the state and navigators, though he says the final determination has yet to be made. “I have no idea how the payment structure will be,” Rusche said. “But, I doubt it will be a commission.”
